Almost all mainland and free zone companies across the UAE must maintain and update a Register of Ultimate Beneficial Owners.

The only entities exempt from filing a UBO register are:

  • Companies wholly owned by the UAE federal or local government
  • Entities registered in financial free zones such as DIFC or ADGM, which operate under their own disclosure regulations

Authorities across all Emirates continue to audit and monitor UBO filings. Non-compliance can result in:

  • Fines ranging from AED 50,000 to AED 100,000
  • Suspension or restrictions on business licenses
  • Reputational damage and delays in renewals or banking approvals
