Wages Protection System, more commonly known as WPS in Dubai is the UAE’s initiative to protect employee rights. This electronic salary transfer system ensures timely payment of salaries through authorized financial institutions. What is WPS in Dubai?

The Wages Protection System or WPS in Dubai is a mechanism that mandates private sector employers to transfer employee salaries through authorized agents such as banks or exchange houses. These agents are designated by the Ministry of Human Resources and Emiratisation (MOHRE) and authorized by the Central Bank of the UAE (CBUAE).

They report the monthly salary volumes to MOHRE and charge companies a fixed monthly rate for their services. Employers can choose to transfer salaries through either banks or exchange houses.

What Happens if an Employee Doesn't Have a Bank Account?

Employees who do not have a bank account can receive their monthly payroll in cash at any authorized exchange house. Once you open a bank account and are set up, the process becomes simpler and can be handled online. Regardless of the method, WPS ensures each employee receives their salary through a Salary Information File (SIF), which contains details about both the employee and the employer. Banks and exchange houses use this file to identify each employee during the payroll process. Implementing WPS is mandatory for all private companies under MOHRE’s jurisdiction and several free zones in Dubai. Failure to comply or providing false information can result in fines of up to AED 5,000 per employee and AED 50,000 for multiple employees.

Applicability of WPS in Dubai Free Zones

Initially, the WPS in Dubai was primarily applied to mainland companies, while free zones were not required to adopt this system. However, this has changed over the years. Free zones such as Jebel Ali Free Zone Authority (JAFZA) have recognized the importance of WPS and have integrated it to promote a transparent labor ecosystem. Similarly, the Dubai Multi Commodity Centre (DMCC) Free Zone has been compelled to adopt WPS. By February 15, 2023, DMCC had developed the necessary infrastructure and standardized the codes according to MOHRE’s requirements. Starting from January 2024, it will be mandatory for all entities in DMCC to register for WPS. Non-compliance will result in penalties.

Process of Unblocking a Labour File

  1. Immediate Salary Payment: Pay all pending salaries through the WPS system immediately.
  2. Submit Proof of Payment: Provide proof of salary payment to MOHRE.
  3. Pay Fines: Settle any fines incurred due to non-compliance.
  4. Compliance Review: MOHRE will review the company’s compliance status.
  5. File Unblocking: Once MOHRE is satisfied with the compliance measures, the labor file will be unblocked.
