Can You Get a Dubai Driving License with a Non-Dubai Visa?

Many UAE residents live, work, or conduct business across different emirates, and it’s quite common to have a residence visa issued in Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Fujairah, or Umm Al Quwain, while actually residing in Dubai.
But this often raises a question: Can you get or transfer your driver’s license, or register your car in Dubai, even if your visa is not from Dubai?
Here’s what you need to know.
Each Emirate has its Own Licensing Authority
In the UAE, each emirate has its own system for issuing driver’s licenses and registering vehicles.
These are managed by the respective authorities below:
- Dubai: Roads and Transport Authority (RTA)
- Abu Dhabi: Abu Dhabi Police
- Sharjah: Sharjah Police
- Ajman: Ajman Police
- Umm Al Quwain: UAQ Police
- Ras Al Khaimah: RAK Police
- Fujairah: Fujairah Police
Normally, you would apply for or renew your license and registration in the same emirate where your visa is issued or where you officially reside.
But if you actually live in Dubai, even if your visa is from another emirate, you can often still complete these processes through the Dubai RTA – as long as you can show proof of residence.
Living in Dubai, But Your Visa is from Another Emirate
If your visa is issued in another emirate (for example, Abu Dhabi or Sharjah) but you’ve moved to Dubai, you can still:
- Apply for a new driving license
- Transfer your existing license from another emirate
- Register or renew your car in Dubai
The RTA looks for proof of a real link to Dubai, such as where you work, live, invest or study. Documents that advisers commonly mention include:
- A valid Ejari (tenancy contract) or Title Deed showing your Dubai address
- A DEWA bill in your name (optional, but useful)
- A No Objection Certificate (NOC) from your visa sponsor or free zone authority confirming that you live and work in Dubai
The exact list can vary with your visa type and sponsor, so confirm it with the RTA before you apply.
What the RTA Usually Asks for When You Transfer a Licence
Secondary sources agree on a core list for residents whose visa comes from another emirate. We could not find it set out in one place on the RTA site, so treat it as a guide.
- Your Emirates ID and a valid electronic eye test
- Your original driving licence
- A transfer certificate from the licensing authority in the emirate that issued it
- No open traffic file in the other emirate
- A copy of the trade licence and a signed employer letter confirming you work at the Dubai branch, if that is your link to Dubai
Fees quoted by Bayut include AED 200 to open a traffic file, AED 600 for the licence, AED 50 for the manual and a AED 20 knowledge and innovation fee, with the transfer certificate costing about AED 200 plus AED 20. These are indicative, so check the current amounts on the RTA website or by calling 8009090.
Moving Your License or Car to Dubai
If your license was issued in another emirate, you can transfer it to Dubai once you’ve established residence here.
The same applies if your car was originally registered elsewhere – you can move the registration to Dubai or continue renewing it in your previous emirate, depending on what’s easier for you.
That said, keeping both your license and registration in Dubai usually makes things simpler – especially when it comes to insurance renewals, parking permits, and Salik.
