Dubai gets most of the attention, but Abu Dhabi, Sharjah, Ras Al Khaimah and Ajman all offer real advantages. This guide compares them so you can choose with the facts in front of you.

Dubai

Dubai offers the widest range of mainland and free zone options, the largest customer base and the strongest banking and professional network. That comes at a higher cost than most other emirates. Mainland licences are issued by the Department of Economy and Tourism, and each free zone runs its own rules.

Abu Dhabi

Abu Dhabi is the capital and the centre of government and large-scale industry. It suits businesses that work with government entities, energy companies and financial institutions. Mainland licensing goes through the emirate’s economic department, and the free zones include a financial centre and an industrial zone.

What Stays the Same in Every Emirate

The core process is common across the UAE. You choose an activity, reserve a trade name, get initial approval, sign the constitutional documents, pay the fees and receive a licence. After that you apply for visas, open a bank account and register for tax.

Federal rules also apply everywhere. Corporate Tax is a federal tax at 9% above AED 375,000, VAT is a federal tax at 5%, and the company law that governs ownership and structures is federal. Cost and Speed Differences

As a rule, Dubai and Abu Dhabi cost more, the northern emirates cost less, and offshore regimes cost the least. Speed varies by authority, and some zones issue digital licences within days while others take longer. Treat any published price as a starting point, since the final figure depends on your activity, your office and your visa count.

Lower cost is not automatically better value. A cheaper licence in an emirate far from your customers can cost more in travel, logistics and lost sales than the fees you saved.

Common Mistakes When Choosing an Emirate

  • Choosing by licence fee alone. Customer location, banking access and visa needs matter as much as the fee.
  • Assuming a licence works across the UAE. It is tied to its emirate and, for free zones, to the zone.
  • Overlooking banking. Some regimes find bank accounts harder to open than others.
  • Ignoring the physical requirement. A mainland licence usually needs a local office, which a remote owner may not want.

Where Your Licence Lets You Operate

A licence is tied to its emirate and, for free zones, to the zone. A Sharjah licence does not let you open a shop in Dubai, and a free zone licence does not let you sell directly on the mainland. Operating elsewhere needs a branch, a second licence or a permit.

Dubai or the Northern Emirates: A Closer Look

The northern emirates compete mainly on price, and Dubai competes on market access. A Sharjah or Ajman licence can cost noticeably less, but your customers, suppliers, bank and professional advisors are still mostly in Dubai. The saving is real if you work remotely or serve clients abroad, and much smaller if you need to be in Dubai every day.

Think of the licence location as part of your operating model. A business that ships from a free zone near a port, or that runs from a low-cost office and meets clients elsewhere, can benefit from a northern emirate. A business that depends on foot traffic, events or frequent client meetings usually does better in Dubai.

Where You Live and Where You Are Licensed

Your licence location and your home do not have to match. Residence visas are issued through the company’s licensing emirate, but owners and employees can live in any emirate and commute. Many founders license in Sharjah or Ajman, live in Dubai and travel to meetings, which works as long as the licence covers the activity.

If You Run the Business From Abroad

Remote owners should weigh how easy each emirate makes it to do things without being present. Many free zones offer digital onboarding, remote document signing and flexi-desk packages, which suit an owner who visits a few times a year. Mainland licences more often involve a physical office, a tenancy and in-person steps.

A Simple Decision Path

  1. Where are your customers? If they are mostly in Dubai, start with Dubai or a neighbouring emirate that lets you reach them.
  2. Do you need government or industry contracts? Abu Dhabi and mainland Dubai are the strongest fits.
  3. Do you need factory or warehouse space? Look at industrial zones in RAK, Sharjah, Dubai and Abu Dhabi.
  4. Is budget the main limit? Compare Sharjah, Ajman, RAK and UAQ, then check banking access before you decide.
  5. Do you plan to scale? Choose a location with room to add visas, space and activities without changing licence.

Whichever you pick, confirm that your activity is allowed in that zone. Some free zones are limited to certain sectors, and an unsuitable zone is a quick way to waste the licence fee.
